STATE TOURNAMENT HOSTS
MAJOR LEAGUE & AAA

THESE ITEMS ARE MINIMUM REQUIREMENT WHICH MUST BE MET. ANY ADDITIONAL INCENTIVES OFFERED IN ADDITION TO THESE REQUIREMENTS MUST ALSO BE MET.
ALL RULES FOR TOURNAMENT PLAY AS OUTLINED IN THE DIXIE YOUTH RULE BOOK AND ALL GUIDELINES ESTABLISHED BY MISSISSIPPI DIXIE YOUTH BASEBALL ARE TO BE STRICTLY ENFORCED. ANY VIOLATION OF THESE RULES AND GUIDELINES MAY RESULT IN A TEAM BEING DISQUALIFIED FROM TOURNAMENT PLAY, DISQUALIFIED FROM HOSTING A TOURNAMENT OR PUT ON PROBATION BY VOTE OF THE STATE BOARD.
IT IS SUGGESTED THAT ALL SUB-DISTRICT AND DISTRICT TOURNAMENTS BE CONDUCTED UNDER THESE GUIDELINES.
SECTION A
PRE-TOURNAMENT INSPECTION
1. THE SITE OF THE STATE TOURNAMENTS MUST BE INSPECTED BY THE STATE DIRECTOR BEFORE FINAL APPROVAL CAN BE GIVEN TO HOST THE TOURNAMENT. THE HOSTS WILL DEFRAY ANY EXPENSES OF THE TOURNAMENT DIRECTOR FOR THIS INSPECTION.
2. AN INSPECTION TEAM CONSISTING OF THE TOURNAMENT DIRECTOR, ONE NATIONAL DIRECTOR AND THE DISTRICT DIRECTOR OF THE DISTRICT HOSTING THE TOURNAMENT WILL MEET WITH THE HOST THREE WEEKS PRIOR TO THE START OF THE TOURNAMENT. THEY WILL INSPECT THE FACILITIES TO MAKE SURE THE SITE IS READY FOR
HOSTING THE TOURNAMENT. THEY WILL REVIEW DRESS CODES AND ANY OTHER INFORMATION AND ANSWER ANY QUESTIONS FOR THE HOST. THEY WILL MAKE SURE THE HOST HAS THE INFORMATION ON HOUSING, ARRIVAL TIMES, AND ANY OTHER INFORMATION PERTINENT TO THEIR PARTICIPATION IN THE STATE TOURNAMENT. THIS TEAM WILL ADVISE THE HOST ON HOW DIXIE YOUTH BASEBALL EXPECTS THE STATE TOURNAMENT TO BE RUN AND CONDUCTED. THIS INSPECTION TEAM WILL BE APPROVED BY THE STATE DIRECTOR.
3. THE LOCAL TOURNAMENT HOST CHAIRMAN SHALL BE REQUIRED TO MEET WITH THE STATE TOURNAMENT INSPECTION TEAM AT A PREDISCRIBED TIME AND DATE SET UP FOR THE INSPECTION OF THE TOURNAMENT SITE. FAILURE OF THE HOST TO DO SO MAY NULLIFY THEIR AWARD OF HOSTING THE TOURNAMENT. THE STATE DIRECTOR SHALL HAVE THE SOLE DISCRETION AS TO THE HOST SITE OF THE TOURNAMENT PENDING NOTIFICATION TO THE STATE EXECUTIVE COMMITTEE AND BOARD MEMBERS. THE HOST BID FOR THE TOURNAMENT SHALL BE TURNED OVER TO THE STATE DIRECTOR ON THE DAY OF THE INSPECTION TEAM VISIT, PROVIDED THE HOST SITE MEETS AND PASSES ALL INSPECTION CRITERIA. FAILURE TO PRESENT THE HOST BID WILL NULLIFY THE AWARDING OF THE TOURNAMENT.
4. SOME POLICIES SUCH AS INJURIES WITH BLEEDING, ABUSE, HARASSMENT AND OTHERS WILL BE DISCUSSED AT THE INSPECTION MEETING.
SECTION B
TOURNAMENT DIRECTOR, CO-ORDINATOR & OFFICIALS
1. THE STATE DIRECTOR OR HIS AUTHORIZED REPRESENTATIVE IS THE TOURNAMENT DIRECTOR, AND HIS EXPENSES, UP TO A MAXIMUM OF $75.00 PER DAY AS ALLOWED BY DIXIE YOUTH RULES, WILL BE PAID BY THE HOST.
2. IT IS THE DUTY OF THE LOCAL TOURNAMENT CO-ORDINATORS OR CHAIRMEN TO SEE THAT THE TOURNAMENTS ARE PLANNED AND CONDUCTED ACCORDING TO THESE GUIDELINES.
3. MANAGERS AND COACHES OF THE TOURNAMENT HOST TEAMS SHALL NOT BE ELIGIBLE TO SERVE AS THE HOST TOURNAMENT CHAIRMAN OR COORDINATOR.
4. NO DIRECTOR (NATIONAL, STATE, OR DISTRICT) HAS THE AUTHORITY TO WAIVE ANY TOURNAMENT RULE.
5. THE STATE DIRECTOR AND DISTRICT DIRECTOR MAY APPOINT A REPRESENTATIVE TO ACT AS TOURNAMENT DIRECTORS AND THESE APPOINTED REPRESENTATIVES WILL HAVE THE SAME AUTHORITY AS THE DIRECTOR THEY REPRESENT.
SECTION C
PRE-TOURNAMENT INFORMATION
1. THE HOSTS WILL MAIL TO EACH DISTRICT DIRECTOR BEFORE THE CONCLUSION OF THE DISTRICT TOURNAMENTS THE INFORMATION ON HOUSING, TIME OF ARRIVALS AND CHECK-INS, ANY SPECIAL ARRANGEMENTS ON MEALS AND ANY OTHER INFORMATION THEY WISH TO SEND PERTINENT TO THEIR PARTICIPATION IN THE STATE TOURNAMENTS
2. THE STATE DIRECTOR WILL MAIL TO EACH DISTRICT DIRECTOR BEFORE THE CONCLUSION OF THE DISTRICT TOURNAMENTS INFORMATION REGARDING DRESS CODES, PICTURES, AND ANY OTHER INFORMATION PERTINENT TO THEIR PARTICIPATION IN THE STATE TOURNAMENTS.
SECTION D
FINANCIAL
1.1. UNATACHED MINIMUM BIDS FOR THE RESPECTIVE STATE TOURNAMENTS SHALL BE PAID TO THE STATE ORGANIZATION IN THE FOLLOWING ORDER:
A. MAJOR LEAGUE - $1,500.00
B. AAA - $1,500.00
C. 11 YEAR OLDS - $1,000.00
D. 9 YEAR OLDS - $1,000.00
E. COACH-PITCH - $1,000.00
2. THESE FEES SHALL BE PAID TO THE STATE DIRECTOR AFTER HIS INSPECTION OF THE TOURNAMENT SITES. IF NOT PAID, THE STATE DIRECTOR MAY MOVE THE TOURNAMENT TO ANOTHER LOCATION.
3. THE HOSTS WILL DEFRAY THE STATE DIRECTOR FOR EXPENSES INCURRED DURING HIS PRE-TOURNAMENT INSPECTION OF THE TOURNAMENT SITES.
4. THE STATE DIRECTOR (OR HIS AUTHORIZED REPRESENTATIVE) SHALL BE THE STATE TOURNAMENT DIRECTOR AND THE HOSTS SHALL DEFRAY HIS EXPENSES NOT TO EXCEED $75.00 PER DAY NOTE: EXPENSES SHALL NOT INCLUDE LOSS OF PAY FROM EMPLOYMENT. HE SHOULD BE REIMBURSED FOR MEALS, LOCAL TRANSPORTATION AND ANY OTHER ACTUAL EXPENSES INCURRED. DIXIE YOUTH TOURNAMENT RULE II, PAGE 71
5. ADMISSION TO STATE TOURNAMENTS SHALL BE $3.00 FOR ADULTS AND $1.00 FOR 13 YEARS OF AGE AND OLDER. CHILDREN UNDER 12 YEARS OF AGE SHALL BE ADMITTED FREE.
6. ADMISSION FOR DIXIE YOUTH OFFICIALS WITH PROPER OFFICIAL DIXIE YOUTH IDENTIFICATION BADGES ISSUED BY DIXIE YOUTH BASEBALL, INC. WILL BE HONORED AS PER REQUESTED BY ISSUANCE OF THE BADGE BY THE COMMISSIONER.
7. THE AAA AND MAJOR LEAGUE HOST SHALL PAY A MINIMUM OF $500 TO THE RESPECTIVE STATE TOURNAMENT WINNERS TO PURCHASE THE CHAMPIONSHIP FLAGS, T SHIRTS AND THE MATERIALS FOR THE WORLD SERIES REQUIREMENTS.
SECTION E
TEAM HOUSING
1. STATE TOURNAMENT HOSTS SHALL PAY A MINIMUM OF $50 PER DAY PER DIUM IN LIEW OF HOUSING UNTIL ELIMINATION FOR THOSE TEAMS PARTICIPATING IN THE STATE TOURNAMENTS THAT RESIDE OUTSIDE A 50 MILE RADIUS OF THE TOURNAMENT SITE.
2. NO PER DIUM SHALL BE REQUIRED TO BE PAID BY THE HOST OF THE 9 AND 11 YEAR OLD STATE TOURNAMENTS.
3. PER DIUM FOR THE TEAMS PARTICIPATING IN THE COACH-PITCH STATE TOURNAMENT SHALL BE COVERED EXCLUSIVELY IN THE RULES AND GUIDELINES FOR THE COACH-PITCH STATE TOURNAMENT.
4. THE STATE TOURNAMENT HOSTS MUST BLOCK SUFFICIENT NUMBER OF ROOMS FOR PLAYERS AND COACHES.
5. ALL TEAMS SHALL BE RESPONSIBLE FOR SECURING AND PAYING FOR THEIR RESPECTIVE TEAM HOUSING.
SECTION F
HOUSING / OFFICIALS-DIRECTORS
1. TOURNAMENT HOSTS WILL BE REQUIRED TO HOUSE ANY NATIONAL, ASSISTANT STATE OR DISTRICT DIRECTOR FOR THE OPENING OF THE TOURNAMENT AND A MAXIMUM OF TWO DAYS OF THE TOURNAMENT.
2. THE STATE DIRECTOR (OR HIS AUTHORIZED REPRESENTATIVE) SHALL BE THE STATE TOURNAMENT DIRECTOR AND THE HOSTS SHALL DEFRAY HIS EXPENSES NOT TO EXCEED $75.00 PER DAY NOTE: EXPENSES SHALL NOT INCLUDE LOSS OF PAY FROM EMPLOYMENT. HE SHOULD BE REIMBURSED FOR MEALS, LOCAL TRANSPORTATION AND ANY

SECTION G
TOURNAMENT BRACKET & GAMES
1. HOST TEAMS WILL HAVE AN AUTOMATIC BERTH IN THE TOURNAMENT BRACKET, BUT MUST DRAW FOR THAT POSITION THE SAME AS ALL OTHER TEAMS IN THE BRACKET.
2. THE TOURNAMENTS WILL BE CONDUCTED UNDER AN APPROVED DOUBLE ELIMINATION BRACKET.
3. DATES OF THE TOURNAMENTS WILL BE SET ACCORDING TO GUIDELINES IN THE OFFICIAL RULE BOOK.
4. THE HOSTS WILL BE ALLOWED TO PLAY AT THE TIME OF ITS CHOICE ONLY ON OPENING DAY. HOME AND VISITORS WILL BE DETERMINED FOR EACH GAME PLAYED IN THE TOURNAMENT AT THE CREDENTIALS MEETING PRIOR TO THE BEGINNING OF THE TOURNAMENT. THE TIME OF GAMES WILL BE SET BY THE STATE DIRECTOR AND HOST AND
CANNOT BE CHANGED AFTER THE START OF THE TOURNAMENT. *EXCEPTION: IN CASE OF RAIN OR OTHER DELAYS, THE STATE DIRECTOR MAY MAKE CHANGES IN SCHEDULED GAMES.
SECTION H
FACILITIES / EQUIPMENT
1. ALL GAME BALLS SHALL BE DIXIE YOUTH APPROVED FOR TOURNAMENT PLAY AND WILL BE FURNISHED BY THE HOSTS. EACH TEAM WILL BE RESPONSIBLE FOR IT'S OWN PRACTICE AND WARM-UP BALLS.
2. THE STATE TOURNAMENT HOSTS SHALL HAVE TWO (2) PLAYING FIELDS THAT CONFORM TO THE SPECIFICATIONS OUTLINED IN THE OFFICIAL RULES AND REGULATIONS GUIDE OF DIXIE YOUTH BASEBALL, INC. THESE FIELDS SHALL MEET WITH THE APPROVAL OF THE PRE-TOURNAMENT INSPECTION TEAM WITH FINAL APPROVAL BY THE STATE DIRECTOR BEFORE THE TOURNAMENT BEGINS.
3. ADEQUATE REST ROOM FACILITIES MUST BE AVAILABLE AT THE TOURNAMENT SITES.
4. PRACTICE FIELDS FOR PARTICIPATING TEAMS MUST BE AVAILABLE.
5. THE HOSTS MUST PROVIDE A PLACE FOR THE PROTEST COMMITTEE IN GOOD VIEW OF THE GAME(S) BEING PLAYED.
6. THE HOSTS SHALL BE REQUIRED TO FURNISH A MODEST HOSPITALITY ROOM ACCESSIBLE FOR STATE OFFICIALS AND THEIR GUESTS, MANAGERS AND COACHES, UMPIRES AND TOURNAMENT HOST OFFICIALS AND THEIR GUESTS.
SECTION I
UMPIRES
1. FOUR FULLY QUALIFIED UMPIRES WILL BE USED FOR EACH GAME.. THREE UMPIRES MAY BE USED IN STATE TOURNAMENTS BELOW THE AAA LEVEL AND TWO UMPIRES MAY BE USED IN THE COAC/PITCH DIVISION. ANY AND ALL CHANGES MUST BE APPROVED BY THE STATE DIRECTOR.
2. TO BE ELIGIBLE FOR CONSIDERATION, UMPIRES FOR TOURNAMENT PLAY SHALL HAVE UMPIRED IN A LEAST TEN (10) REGULAR SEASON GAMES DURING THE CURRENT YEAR.
3. ALL UMPIRES MUST BE APPROVED BY THE STATE DIRECTOR.
4. OUT-OF-TOWN UMPIRES MUST FIRST BE APPROVED BY THEIR DISTRICT DIRECTOR.
5. ALL UMPIRES WILL BE SELECTED AND APPROVED AT LEAST 14 DAYS PRIOR TO THE OPENING OF THE TOURNAMENT AND A LIST SUBMITTED TO THE STATE DIRECTOR PRIOR TO THE START OF THE TOURNAMENT.
6. ALL UMPIRES SHALL ABIDE BY A DRESS CODE ESTABLISHED BY THE MISSISSIPPI DIXIE YOUTH STATE BOARD.
7. THE UMPIRE FEE SHALL BE A MINIMAL OF $15.00 AND NO MORE THAN $25.00 PER GAME WORKED. THE HOST IS RESPONSIBLE FOR PAYMENT OF UMPIRE FEES.
SECTION J
CEREMONIES / AWARDS
1. OPENING CEREMONIES OF THE STATE TOURNAMENTS SHALL MEET WITH THE APPROVAL OF THE STATE DIRECTOR WITH DETAILS BEING PROVIDED BY THE HOSTS AT THE PRE-TOURNAMENT INSPECTION AND PRIOR TO THE START OF THE TOURNAMENTS.
2. TOURNAMENT HOSTS MAY ELECT TO HOLD OPENING CEREMONIES FOR THE STATE TOURNAMENTS ON EITHER:
(A) - FRIDAY OR
(B) - SATURDAY.
3. HOME RUN BALLS, IF ANY, WILL BE PRESENTED AT THE END OF THE GAME. THESE BALLS WILL BE SIGNED BY ALL DIXIE YOUTH OFFICIALS IN ATTENDANCE AND BE PRESENTED TO PLAYERS BY THE DISTRICT DIRECTORS, IF PRESENT, OR PERSONS DESIGNATED BY THE TOURNAMENT DIRECTOR.
4. THE TOURNAMENT HOSTS WILL PROVIDE A BIRTHDAY CAKE FOR THOSE PARTICIPATING TEAM MEMBERS HAVING A BIRTHDAY DURING THE TOURNAMENT PROVIDED THAT THEIR RESPECTIVE TEAM IS STILL IN THE TOURNAMENT COMPETITION.
5. TROPHIES AND AWARDS WILL BE FURNISHED BY THE TOURNAMENT HOSTS OR IF THE STATE ORGANIZATION PROVIDES AWARDS THE HOST SHALL REIMBURSE THE STATE ORGANIZATION FOR THE COST OF THE AWARDS.
6. THE STATE CHAMPIONSHIP TROPHIES SHALL BE NOT LESS THAN 24 INCHES HIGH, APPROPRIATELY ENGRAVED.
7. RUNNER-UP TROPHIES MAY BE PRESENTED. IF RUNNER-UP TROPHIES IS TO BE PRESENTED, AND NO TEAM GOES THROUGH THE TOURNAMENT UNDEFEATED, THEN TWO RUNNERS-UP TROPHIES MUST BE AWARDED.
8. INDIVIDUAL AWARDS SHALL BE GIVEN TO EVERY PARTICIPATING PLAYER ON ALL TOURNAMENT TEAMS. THESE AWARDS WILL BE PRESENTED, AS DIRECTED BY THE TOURNAMENT DIRECTOR, IMMEDIATELY FOLLOWING THE GAME IN WHICH THE LOSING TEAM IS ELIMINATED FROM THE TOURNAMENT.
9. THE TOURNAMENT HOSTS SHALL PAY THE STATE TOURNAMENT WINNERS OF THE AAA AND MAJOR LEAGUE A MINIMUM OF $500 TO PURCHASE THE CHAMPIONSHIP FLAGS , T-SHIRTS AND OTHER MATERIALS REQUIRED FOR THIER PARTICIPATION IN THE DIXIE YOUTH WORLD SERIES.
10. THE MAJOR LEAGUE AND AAA STATE TOURNAMENT WINNERS WILL BE PRESENTED OFFICIAL T-SHIRTS WITH "MISSISSIPPI CHAMPIONS" IMPRINTED ON THEM FOR PLAYERS, MANAGERS AND COACHES.
11. THE MAJOR LEAGUE AND AAA STATE CHAMPIONS WILL BE PRESENTED A 4' x 6' MISSISSIPPI STATE FLAG, WHICH THEY WILL CARRY WITH THEM TO THE DIXIE YOUTH WORLD SERIES.
12. THE MAJOR LEAGUE AND AAA STATE CHAMPIONS WILL BE GIVEN A 4' x 6' "MISSISSIPPI CHAMPIONS" FLAG, WHICH THEY WILL CARRY WITH THEM TO THE DIXIE YOUTH WORLD SERIES.
13.THE 9 YEAR OLD AND 11 YEAR OLD STATE TOURNAMENT HOST SHALL PROVIDE CHAMPIONSHIP T-SHIRTS TO THE WINNER OF THEIR RESPECTIVE STATE TOURNAMENTS.
SECTION K
PRE-TOURNAMENT AND PRE-GAME
1. A CREDENTIALS COMMITTEE SHALL INSPECT AND APPROVE ALL BIRTH RECORDS, TEAM AFFIDAVITS AND TEAM INSURANCE. THIS COMMITTEE SHALL BE APPROVED BY THE TOURNAMENT DIRECTOR AND SHALL MEET, TENTATIVELY, AT 10:00 A.M. THE MORNING BEFORE THE START OF THE TOURNAMENT.
2. THE HOSTS WILL PROVIDE COPIES OF THE GROUND RULES TO ALL UMPIRES, MANAGERS, TOURNAMENT DIRECTORS AND PROTEST COMMITTEES.
3. EACH TEAM WILL BE ALLOWED INFIELD PRACTICE BEFORE GAMES, IF TIME AND FIELD CONDITIONS PERMIT.
4. THE INVOCATION AND NATIONAL ANTHEM WILL BE PLAYED AT THE START OF EACH DAY'S GAMES.
5. ONLY THIRTEEN (13) PLAYERS AND THREE MANAGER/COACHES WILL BE ALLOWED ON THE FIELD. NO ALTERNATES, BAT BOYS OR SCOREKEEPERS WILL BE ALLOWED ON THE FIELD OR IN DUG-OUTS.
